I got this issue because I downloaded PHP 5.2.17 with installer version and warning on Windows Installer (PHP 5.2 and later) suggested &quot;it not recommended to install extension by default&quot;. Then I didn&#039;t install extensions and there&#039;s no ext folde in your local installation place.  Below are steps how I make it work:
1.in php.ini, enable extension entry, something like: extension=php_mysql.dll
You need two sql dll files, php_mysql.dll and libmysql.dll. They both together provide you PHP mysql extension, first check \ext folder in you PHP installing location.
if you don&#039;t have ext folder (see link below), you need to download PHP zip version containing those required files. then copy \ext to you PHP installing location,
as well as copy libmysql.dll (on root level folder, rather than located in \ext) to you PHP installation location.

2 edit Windows system PATH variable.
libmysql.dll (This file is needed to be reachable in your system. It can be set in Windows system PATH or copy to c:\Windows\system32), for example,
set it to PATH: C:\Program Files (x86)\PHP\libmysql.dll
3.set extension_dir in php.ini (by default, it&#039;s c:\php\ext), I place \ext in my PHP installation location, other than separate to a different folder.
