Hi Andrew,
I know I’m about 4 months late, but did you manage to get this to work? I’m actually working on the same thing, but getting confused with the correct syntax regarding the SRV record.

I’m guessing the 1 stands for the weight? And what does the IN stand for as in type: IN SRV?

This answer is for Windows 7 plus IIS and MySQL user. I got this issue because I downloaded PHP 5.2.17 with installer version and warning on Windows Installer (PHP 5.2 and later) suggested “it not recommended to install extension by default”. Then I didn’t install extensions and there’s no ext folde in your local installation place. Below are steps how I make it work:
1.in php.ini, enable extension entry, something like: extension=php_mysql.dll
You need two sql dll files, php_mysql.dll and libmysql.dll. They both together provide you PHP mysql extension, first check \ext folder in you PHP installing location.
if you don’t have ext folder (see link below), you need to download PHP zip version containing those required files. then copy \ext to you PHP installing location,
as well as copy libmysql.dll (on root level folder, rather than located in \ext) to you PHP installation location.

2 edit Windows system PATH variable.
libmysql.dll (This file is needed to be reachable in your system. It can be set in Windows system PATH or copy to c:\Windows\system32), for example,
set it to PATH: C:\Program Files (x86)\PHP\libmysql.dll
3.set extension_dir in php.ini (by default, it’s c:\php\ext), I place \ext in my PHP installation location, other than separate to a different folder.
in php.int file: extension_dir = .\ext
You can check if the mysql module installed successfully by issue php -m command.
Then restart your IIS and load the page again. It should be OK.

Good article. However I can advise that the certication route is not a lengthy process. When management realise that adhering to this standard it helps in so many ways of working. ie: Making sure staff have access to the correct areas of a building as well as the correct information system access. I am Lead auditor for 27001.
